The PM made this claim on social media, citing the Katchatheevu RTI report. According to the RTI data, this island was given to Sri Lanka by the government of Indira Gandhi in 1974.

There is written that an agreement was reached in 1974 between President Srimavo Bandaranaike of Sri Lanka and then-Indian Prime Minister Indira Gandhi. As a result, Sri Lanka was officially granted possession of Katchatheevu Island.

According to the report, certain restrictions were retained in the deal, such as the ability for Indian fisherman to visit this island in order to dry their nets. Indians will not need a visa to enter the church that is being built on the island.
In the Parliament, Modi has also brought up the subject of Katchatheevu.
In addition, PM Modi made a statement about Katchatheevu in response to the House's no-confidence motion on August 10, 2023. Just ask these opposition members who have left the House, he remarked. What is this Katchatheevu, and where is it? I receive letters from the administration and members of the DMK pleading with Modi ji to reinstate Katchatheevu. Who granted someone else an island behind Sri Lanka and ahead of Tamil Nadu? Was this not Mother India after all? Its separation from India was another goal pursued by the Indira Gandhi administration.
Congress and BJP statement on the island
The Prime Minister's issue, according to Congressman Sandeep Dixit, is that he makes claims without providing any evidence. We would have been aware of what had transpired if such an agreement had been signed. Secondly, during nine years, what was the Prime Minister doing? Why has he not spoken up till now, given his current situation where he has access to this information? All of this is only taking place because Tamil Nadu is holding elections, and polls indicate that the BJP is winning handily.
Congress abandoned Katchatheevu, according to Amit Shah, and he doesn't regret it. A Congress MP may occasionally discuss partitioning the nation and will occasionally disparage Indian customs and culture. This demonstrates their opposition to India's integrity and unity.
