During the Lok Sabha elections, no suggestions would be submitted directly to the Election Commission. In this case, the decision will be made subsequent to the decisions made during the state government-constituted screening committee meeting. A screening committee, similar to that of the assembly elections, has been established for the Lok Sabha elections in light of the upcoming elections.

The order states that the committee tasked with reviewing and recommending changes to the plans submitted by the departments to the Election Commission of India via the Chief Electoral Officer will be chaired by Chief Secretary Veera Rana. The members of this committee will be the principal secretary, the secretary of general administration, the additional chief secretary, the principal secretary, and the secretary of the departments submitting the proposal.

Following this, no department would be permitted to submit a proposal directly to the Election Commission and the Chief Electoral Officer during the Code of Conduct put in place for the Lok Sabha Elections of 2024. The screening committee will review and recommend the initial proposal in this regard.

The Administrative Department will thoroughly review the guidelines and explanations provided by the Election Commission of India before forwarding the proposal to the Screening Committee. Following this review, the proposal will be submitted with citations to the Election Commission of India's guidelines and orders. In its recommendation, the administrative department must also demonstrate why the idea is critical and why it cannot be shelved until the election process is over.

The idea would be submitted as a self-explanatory memorandum to the Indian Election Commission. We would take into account the likely time taken by the Election Commission of India to make its decision before sending the proposal.

Notification of state police and DGP deputations issued

However, in accordance with the Election Commission's directives, the state government has also released a notification stating that the state DGP, as well as officials and department staff, will be considered deputations during the elections. Following this, the police officers will be regarded as deputations to the Election Commission until the elections are held.

Submissions must first be sent to the CS committee for review before being given to the Election Commission. No proposal will be sent straight to the Commission.
